José Seabra is a Senior Policy Officer at the European Securities and Markets Authority (ESMA), where he focuses on transparency and market structure policy and has been actively involved in the implementation of them MiFIR framework. Prior to joining ESMA in 2017, he worked at the Financial Conduct Authority (FCA) on MiFID II / MiFIR policy. Earlier in his career, he gained extensive experience working at a Trading Venue.
He holds an MBA and a degree in Economics from the University of Porto, Portugal. His expertise lies in financial regulation, market transparency, and policy development within European capital markets.
