Time Precision Technical Addendum.

This Technical Addendum addresses the time precision granularity by extending the FIX data type for timestamps to picoseconds.  The Technical Addendum is applicable to earlier versions of FIX 4.2 and 4.4 on a bilateral agreed basis in order to support the granularity required for MiFID II mandates.
