Niels Lemmers, Head of Public Affairs, Flow Traders

Niels Lemmers is head of public affairs at Flow Traders, a leading global technology-enabled liquidity provider in multiple asset classes. Before joining Flow Traders, Niels Lemmers has gained extensive experience in finance, legal and management. He has worked as head of legal & public affairs at the Dutch Shareholders Association (VEB). In addition, Niels Lemmers was managing director of the European Investors Association, representing the interests of (institutional) investors in Europe, was assistant-professor for corporate and securities law at the Van Der Heijden Institute, and worked at the Netherlands Authority for the Financial Markets (AFM). He studied corporate and securities law as well as financial economics at the Radboud University in Nijmegen. As a proud family man, Niels likes to spend time outdoors with his wife and sons. Sports and coaching teams are his energy boosts.

Alex Dalley, Head of European Cash Equities, Cboe Europe

Alex Dalley is Head of European Cash Equities for Cboe Europe, which operates the largest pan-European stock exchange and equity trade reporting facilities. He was previously Head of Cboe NL, Cboe’s Netherlands-based exchange, which operates pan-European equities and equity derivatives exchanges. In addition, he was also co-head of Cboe Europe’s equities sales division, with responsibility for client relationship management and development in continental Europe. As one of the first employees to join Cboe Europe (then Bats Europe) in 2008, Mr. Dalley was responsible for building the MTF’s trading participant community as head of sales. Alex was previously with the London Stock Exchange where he served as head of membership and exchange trading directing Exchange trading sales, client management and member firm acquisition. He also led business development for the LSE buy-side/sell-side FIX hub and spoke service.

Edward Monrad, Head of Market Structure, Optiver

An expert in listed derivatives and secondary equity markets, Edward Monrad has 13 years of experience in liquidity provision and launching new products globally. In addition to his core work at Optiver partnering with exchanges, brokers, and internal stakeholders to build new markets, Ed is an authority on diverse market structure topics across the globe, with numerous whitepapers, panel appearances and media interviews addressing these subjects. Prior to his current role focusing on market structure, Ed traded equity index derivatives in Chicago and Amsterdam for over 7 years.

Dirk Donker, Head of Retail Services, Euronext

Dirk Donker is the Head of the Euronext Retail Services which covers asset classes that have a strong level of retail investor participation (Dutch Derivatives, Best of Book and Warrants and Certificates) at Euronext, with overall P&L responsibility for these activities. He is a member of the Managing Board of Euronext Amsterdam.

Prior to this role, he held several positions within Euronext serving the company within different roles and Business Units .

Experience in both Cash and Derivatives Markets and commercial roles.

Previously based in Paris, as Head of Cash Market Surveillance, managed the team and played a lead role to transition Cash Market Surveillance and Derivatives Markets Surveillance into the Euronext Market Services team.

Dirk is also member of the Managing Board of Euronext Amsterdam.

Alex Wolcough, Co-Chair European Consolidated Tape Working Group – Fixed Income, FIX Trading Community, Founder and CEO, GreenBirch Group Ltd

GreenBirch is a specialist Capital Markets consultancy looking at the changing markets and regulation and seeking innovative solutions – whether that is a new target operating model or leveraging new technologies such as cloud – to deliver real value.

A current theme is looking at the feasibility of migrating real-time and historical market data to the cloud.

Stéphane Malrait, Chairman, ACI Financial Market Association, Independent Chair of the Consolidated Tape Stakeholder Group, eTrading Software

Stéphane Malrait is ACI FMA Chairman since June 2021 and was previously ACI FMA Working Groups and Committees Representative at the Management Board.

Stéphane has been effectively engaged with ACI FMA for more than 15 years, contributing to different projects. Since the creation of the ACI FMA FXC in 2010, Stephane has chaired this Committee, and he is a member of the ACI FMA Crypto Working Group. Stéphane has also been a member of the ECB FX Contact Group working on the FX Global Code and has co-chaired the GFXC Algo and TCA sub-group looking at the 3-years review of the Code.

In addition, Stéphane Malrait has a strong background in financial markets. After fulfilling different leading positions such as FX e-Commerce Business Manager and MD Global Head of FIC e-Commerce in major banks, 

Stéphane is currently board member and independent advisor for technology companies and previously was Managing Director and Global Head of market structure and innovation for Financial Markets at ING Bank NV.

Stéphane works with advocacy groups, policymakers, and regulators to follow the market structure and industry challenges impacting the financial market industry. He was also leading innovation activities in the capital market space within ING and had develops external partnerships with Fintech companies.

Philippe Guillot, Managing Director, Markets Directorate, Autorité des marchés financiers (AMF)

Philippe Guillot, Managing Director, took responsibility of the Data and Markets Directorate at the Autorité des marchés financiers (AMF) in December 2020. The Data and Markets Directorate supervises markets, monitors market infrastructure and stakeholders, and data usage. Since joining the AMF in March 2012 as Executive Director, in charge of Markets, Philippe has played a leading role in the market microstructure debate. He is an active contributor to various international working groups.

Philippe holds a degree in private law from Paris XI University and is a keen cyclist who has twice completed the Tour du Mont Blanc and Paris-Brest-Paris rides in the same year.

Tilman Lüder, Head of Securities Markets, European Commission

Tilman Lüder holds a doctorate in law from the University of Tübingen.

Before joining the European Commission in 1999, Tilman was as an associate in Cleary Gottlieb Steen and Hamilton LLP. He worked on European and German antitrust and merger control issues.

His first job in the Commission was that of a case manager dealing with antitrust and state aid cases in the area of post and telecommunications in the Directorate General for Competition.

In 2002, he became the spokesperson to Commissioner Mario Monti, responsible for Competition, a position he successfully held until being appointed, in 2005, Head of the Copyright Unit of Directorate General for the Internal Market (DG MARKT).

He pursued his career to become Head of the Asset Management Unit (2011-2015) in DG MARKT, later the Directorate General for Financial Stability, Financial Services and the Capital Markets Union (DG FISMA).

As of September 2015, Tilman heads the Securities Markets Unit in DG FISMA.

Rebecca Healey, Co-Chair EMEA Regional Committee, FIX Trading Community, Founder, Redlap Consulting

Rebecca is considered to be a leading industry voice on market structure, regulatory reform, and financial services technology. Writing research over the last decade, Rebecca has authored a plethora of qualitative reports and commentaries covering the impact of market regulation on all asset classes, the impact of the rise of fintech in capital markets, as well as the impact of the move to ESG and sustainability in asset management; focusing on how technology can help address current challenges, improving capital markets both for participants and investors.

Widely quoted in the financial, business and trade media, she has appeared on TV and radio discussing ongoing changes in capital markets such as the Financial Times, The Economist, The Wall Street Journal, The Times, DeTelegraaf, Die Welt, Le Monde, Les Echos, CNBC TV, BBC and Bloomberg, among others. She has contributed to regulatory policy participating in a wide number of roundtables in the UK and Europe including providing evidence for the UK House of Lords review into electronic trading and is a member of ESMA’s Secondary Markets Standing Committee.

Prior to writing research since 2011, Rebecca held various positions at Bankers Trust, Goldman Sachs, and Credit Suisse, where she was instrumental in launching the successful AES product from its inception in 2002. She was the first electronic trader at Credit Suisse to be registered for all electronic European cash equity markets.  During this time Rebecca also set up Positive Risk, a forerunner of initiatives to educate women in financial planning.  Rebecca was based in the Middle East from 2008 to 2010, where she was employed by the British Embassy in Bahrain, successfully launching the UK Government’s financial services strategy in Bahrain. 

Rebecca holds a Bachelor of Arts degree with Honors in Spanish & Latin American History & Politics from the University of London. 

Matthew Coupe, Co-Chair EMEA Regional Committee, FIX Trading Community & head of Fixed Income sales and product EMEA for Susquehanna

Matthew Coupe is head of Fixed Income sales and product EMEA for Susquehanna, he was formally global head of cross asset market structure, based in London. He advises on the future market structure, forms the advocacy position of the markets division on areas of market structure, and engages with politicians, trade associations, regulatory bodies Sell side, Buy side, Trading Venues and Vendors. Further to this he develops explanatory and thought leadership pieces around Market Structure.

He has previously sat on the FCA’s Secondary Markets Advisory Committee, the CFTC’s Global Market Structure sub-committee, the FMSB’s board and currently co-chairs the FIX Trading Community for the EMEA region. A regulatory and trading specialist across multiple asset classes, particularly when looking market micro structure evolution across all asset classes, and the evolution of the trading ecosystem.
